Moving back to Curaçao: residency, work, money

Your birthplace and your passport decide most of this. If you or a parent was born in Curaçao with Dutch nationality, the admission law does not apply to you at all; other Dutch nationals and US citizens are admitted by law through a declaration; everyone else needs a residence title plus an employer-sponsored work permit. The harder adjustment is money, because pay is in Caribbean guilders pegged to the dollar and it sits well below what most people leave behind in the US, UK or Canada.
- Born in Curaçao, Dutch passport? The admission ordinance does not apply to you, or to your children. You request a Niet van Toepassing declaration, XCG 225.
- Dutch passport, born elsewhere? Admission by law, requested as a Van Rechtswege declaration under letter F, XCG 615.
- US passport? Since a 2014 court ruling the immigration service says admission of Americans must happen the same way as for Dutch nationals.
- Any other passport? Residence title from the Toelatingsorganisatie, plus a work permit your employer applies for after a five-week local vacancy notification.
- Pay reality check. Average net monthly labour income in 2025 was Cg 2,783, and 21.8 percent of employed people netted Cg 1,000 or less.
Residency: four groups, one law
The Landsverordening toelating en uitzetting (LTU) sorts people before any form gets filled in. Find your group first. Everything downstream follows from it.

Born in Curaçao: outside the law
Article 1 of the LTU says the ordinance does not apply to "Nederlanders, in Curaçao geboren", nor to "de kinderen van de onder a, b en c genoemde Nederlanders". The same article covers Dutch nationals born in Aruba before 1 January 1986 and those born on Bonaire, Saba, Sint Eustatius or Sint Maarten before 10 October 2010, each with a residence condition attached.
That second-generation clause matters for diaspora families. The immigration service lists "de kinderen van de genoemde personen" among those who qualify for a Niet van Toepassing declaration, a document confirming the law does not apply to you rather than granting you something. The fee is XCG 225, paid at Maduro & Curiel's Bank before you submit.
Dutch passport, born elsewhere
Adult Dutch nationals not covered by article 1 have admission by law under article 3, letter f, provided they satisfy the Minister of Justice on two points:
- a certificate of good conduct covering the last five years, issued by the competent authority within two months before their arrival in Curaçao;
- housing and sufficient means of subsistence, under rules set by landsbesluit.
Minor children with Dutch nationality fall under letter h, when a parent exercising parental authority meets those same conditions. The Toelatingsorganisatie confirms the split: adults file under letter F, minor children under letter H.
US passport: same route since 2014
On 15 December 2014 the Joint Court of Justice ruled on article 3 of the Protocol to the Dutch-American treaty on friendship, commerce and navigation. The immigration service states the consequence plainly: admission of Americans must happen the same way as that of Dutch nationals.
Canadian and British passports are not covered by that ruling. If neither Dutch nor US nationality applies to you, work on the assumption that you need the permit route below, and confirm your own case with the Toelatingsorganisatie before you commit to anything.

Declaration costs and decision terms
- Fee: XCG 615 for a Van Rechtswege declaration, XCG 225 for a Niet van Toepassing, both paid at Maduro & Curiel's Bank before submission.
- Format: everything scanned as PDF from originals, no staples, no paperclips, ID documents complete and in colour.
- Decision term: the Toelatingsorganisatie has four months to decide once the application is in.
- While you wait: Dutch and American nationals may await the decision in Curaçao.
- If refused: six weeks to file a notice of objection by email.
Four months is the term the service sets itself, not a forecast for your file. Ask the Toelatingsorganisatie what current turnaround actually looks like before you book a one-way flight.
Work permits: your employer applies, not you
Any other passport means the Landsverordening Arbeid Vreemdelingen applies and a tewerkstellingsvergunning is needed to work. The employer drives the process, and a waiting period is written into the rules.
- Report the vacancy. At least five weeks before applying, the employer notifies Centrum voor Arbeid (Sentro pa Labor) of the Ministry of Social Development, Labour and Welfare.
- Show the local search. At application the employer must demonstrate at least five weeks of active searching for suitable candidates in Curaçao.
- File the work permit at Vergunningenloket, Afdeling Intake, Saliña 127 unit 3-16 (Eurobuilding).
- File the residence title separately at the Toelatingsorganisatie, Prinsenstraat 90, Tauber building in Punda. The work permit alone does not let you live there.

The permit desk adds a note: under standing policy only applications for 0 to 6 months and 6 to 12 months are currently being taken into treatment. Check that before an employer builds a multi-year contract around a longer permit.
The same page binds the employer to the going terms of employment, including paying at least the full minimum wage that applies to employees aged 18 and over, and to offering safe and hygienic housing if the foreign worker lives in.
Jobs for English speakers: the honest picture
The Landsverordening officiële talen names the official languages as English, Dutch and Papiamentu. That is a rule about government communication, not a promise that your next employer works in English. Papiamentu carries most day-to-day workplace life, and Dutch carries much of government, healthcare and education.
The market is small, and it got smaller in 2025. CBS Curaçao reports the labour force fell from 78,013 to 74,807 people, with 70,980 employed and 3,828 unemployed, and the unemployment rate dropping from 7.8 percent in 2024 to 5.1 percent in 2025.
Read that drop carefully. CBS says the labour force fell driven by an increase in the economically inactive population, and the employed population also shrank, from 71,919 in 2024 to 70,980 in 2025. Fewer people unemployed here does not mean more jobs.

Youth unemployment stayed high at 16.0 percent, a slight decline of 0.3 percentage points from 16.3 percent in 2024. If a partner or an adult child is coming with you without a local network, plan for a longer search than the headline rate suggests.
Salaries: what people actually earn
Two official numbers anchor this. From 1 January 2026 the gross minimum wage for employees aged 21 and older is Cg 11.93 an hour, which on a standard 40-hour week works out at Cg 2,067.87 gross a month; the adjustment was announced by the Ministry of Social Development, Labour and Welfare (SOAW). And CBS found average net monthly labour income of Cg 2,783 in 2025, at Cg 3,079 for men and Cg 2,518 for women.
The spread matters more than the average. In 2025, 21.8 percent of employed people netted Cg 1 to 1,000 a month and 20.7 percent netted Cg 1,001 to 2,000. Only 1.9 percent netted more than Cg 10,000.
CBS also asked people how their pay compares to the minimum hourly wage: 51.9 percent earn more than it, 17.8 percent earn exactly it, and 14 percent earn less.

The dollar column is our own arithmetic, the guilder figure divided by the published peg of 1.79. It is not a separately published statistic.

Currency, prices and what we will not guess
The Caribbean guilder is legally pegged to the US dollar at a fixed rate of US$1 = 1.79, and has been legal tender since 31 March 2025. Cash payments in Netherlands Antillean guilders were accepted until 30 June 2025. Because the peg is fixed, a dollar earner carries no exchange-rate risk on the island. A euro earner does.
Inflation is mild rather than absent. CBS put the July 2026 rate at 1.5 percent, with the consumer price index at 106.9. A fresh figure is published every month, so take the current one from CBS rather than from this line.
We are not publishing a rent table we cannot source. Housing and utility costs vary enormously by district and by whether a property is also let to tourists. Check live listings for the neighbourhood you are actually considering, and treat electricity as a real budget line rather than a rounding error.

Tax on foreign income
Live in Curaçao and you are a domestic taxpayer. The Belastingdienst levies income tax on worldwide income, which it defines as income you received inside Curaçao or in other countries. Moving a pension or rental income offshore does not take it off the return.

Retiring: the penshonado scheme
The penshonado regime is the big exception for people living off foreign income, and its conditions are strict. Per the Belastingdienst you must:
- be 50 or older;
- have lived outside Curaçao for at least 60 consecutive months;
- request penshonado status from the tax inspector within 2 months of registering in the population register;
- own a home for your own use on Curaçao worth at least ANG 450,000 within 18 months of that registration, and not rent it out.
Meet all of it and you choose between two treatments. Actual foreign income taxed at 10 percent, or a deemed foreign income of ANG 500,000 taxed at the normal rates. Pick the deemed option and you give up the double-taxation relief under the Belastingregeling Nederland Curaçao; pick the 10 percent option and you cannot switch to the deemed one for three years.
Work breaks it. The Belastingdienst states you may not hold employment, a self-employed profession or other work on Curaçao, and if you are married the same applies to your partner. Lose the entitlement for that reason in two consecutive years and it falls away entirely.
There is one carve-out. If you hold at least a 40 percent direct or indirect shareholding in a Curaçao company liable to profit tax, or you draw income as a supervisory director, you still qualify; that income is taxed at the regular rate rather than at 10 percent.
Penshonado status is not an exemption from social premiums. BVZ and AVBZ remain payable, and depending on your age so do AOV and AWW.
US passport holders: two systems at once
Curaçao residency does not end your US filing obligation. The IRS states that US citizens and resident aliens are subject to tax on worldwide income from all sources and must report all taxable income, whether they are in the United States or abroad.
Get advice from someone who handles both systems before you register in Curaçao, because the penshonado two-month deadline starts running at that registration.
Health insurance
Every resident of Curaçao is insured under the Basisverzekering Ziektekosten (BVZ). On an annual income of ANG 12,000 or less no premium is due. Above that the premium is 13.6 percent, with a gliding-scale discount between ANG 12,000 and ANG 18,000, and no premium on the part of income above ANG 150,000. If you are no longer insured for AOV, the rate is 6.5 percent.
Two exclusions matter for returners. You are not insured under the BVZ if, on 31 January 2013, you already had health cover with a Curaçao professional insurer or worldwide cover with a foreign insurer, provided that cover is at least equal to the BVZ. You are also not insured if you hold a permit for temporary stay on Curaçao.
Next steps, in order
- Settle which group you are in. Birthplace first, then passport. Everything else follows from it.
- Order the certificate of good conduct early if you need the Van Rechtswege route. It has to be issued within two months before your arrival.
- Line up work before you move if you need employer sponsorship. The five-week vacancy notification means nobody can hire you quickly.
- Budget in guilders, not in what you earn today. Divide by 1.79 to sanity-check against dollars.
