Job Description

Ministry of General Affairs The Civil Registry Department (Dienst Burgerzaken) fulfils an essential social function within the government. The department is responsible for managing personal data, the population register, the civil registry, elections and the implementation of the Kingdom Act on Dutch Nationality. It also develops, implements and improves policy, laws and regulations in the field of civil affairs. Customer focus, quality, integrity and reliability are central. To strengthen our management team we are looking for a Head of the Civil Registry Department. The position As Head of the Civil Registry Department you are responsible for the overall management, development and results of the department. You lead the Front Office and Back Office and make sure services are delivered efficiently, professionally and with the future in mind. You also advise management and the executive on policy and strategic developments in the field. You are a connecting leader who inspires staff, optimises processes and actively contributes to the further professionalisation of the organisation. Tasks and responsibilities - Lead, coach and develop the staff of the Civil Registry Department. - Ensure efficient, high-quality and customer-oriented services. - Develop, implement and evaluate policy, procedures and work processes in the field of civil affairs. - Supervise the correct execution of the population register, the civil registry and nationality matters. - Coordinate the preparation and execution of elections, including staff, logistics, procedures, materials, security and reporting. - Monitor compliance with relevant laws and regulations and safeguard the quality and integrity of data. - Initiate and guide organisational improvements, digitalisation and innovation projects. - Draw up annual plans, management reports and policy proposals. - Be responsible for budget management, planning and quality control. - Advise management and the executive on strategic, operational and policy issues. - Coordinate audits, quality reviews and controls and ensure improvement measures are carried out on time. - Monitor workloads, turnaround times, complaints, error rates and customer satisfaction, and report on them periodically. - Maintain effective working relationships with internal and external stakeholders. Requirements Education - A completed academic degree (university level) in Public Administration, Law (preferably constitutional or administrative law), Public Management, Business Administration, Organisational Science or a comparable relevant field. - An additional management or leadership programme is an advantage. Experience - At least 7 years of relevant work experience in the public sector or a comparable complex organisation. - At least 5 years of management experience at tactical and/or strategic level. - Demonstrable experience with civil affairs, population registration, civil registry, elections, personal data or comparable government processes. - Experience with policy development, implementation and evaluation of laws and regulations. - Experience with organisational development, change management and process optimisation. - Experience with budget management, planning and control cycles and management reporting. - Experience in a political and administrative environment is a strong advantage. Salary Depending on knowledge and experience, the salary is a minimum of Cg 7,214.00 and a maximum of Cg 11,576.00 gross per month for a full working week of 40 hours.
